National Energy Administration: Supports "coal + hydrogen" integrated development

Recently, the National Energy Administration issued the "Guiding Opinions on Promoting the Integration Development of Coal and New Energy".
The document states that efforts should be made to actively promote the clean substitution of energy in mining areas. Accelerate the electrification transformation of key links in coal production, promote the application of electric drilling machines, electric bulldozers, and other equipment, and expand the proportion of electrification of end-use energy equipment. Promote the replacement of mining equipment with new energy sources in transportation, and in suitable open-pit coal mines, scale up the application of electric and hydrogen-powered mining trucks, and in underground coal mines, gradually apply electric mine rubber-tired vehicles based on transportation methods, to enhance the clean and low-carbon level of the mining transportation system. Support mining areas to reasonably layout and build charging and swapping stations, hydrogen refueling stations, and multi-functional integrated stations with "light, storage, charging, and discharging" functions, and improve the green transportation service infrastructure in mining areas. Accelerate the elimination of inefficient and outdated boilers in mining areas, and in accordance with local conditions, promote advanced boilers such as electric boilers, biomass boilers, gas oxidation heating boilers, and clean and efficient coal powder boilers, to reduce the consumption of self-used coal.
Promote the coordinated and mutually reinforcing development of the coal industry chain and new energy development. Actively support coal enterprises to coordinate the layout of coal and coal power, and new energy industries, increase investment and development in clean and efficient thermal power and new energy industries, improve the integrated and collaborative development benefits, and gradually transform into comprehensive energy production service providers. Promote the implementation of the new generation of coal power transformation and upgrading in mining areas, encourage joint development and optimization of coal and new energy, and enhance the stability of the energy supply system. Strengthen the full-concentration utilization of coal mine gas, actively develop gas power generation, heating, purification, etc. utilization methods. Optimize the layout of the industrial chain, encourage coal-to-oil and coal chemical projects to carry out large-scale green electricity, green hydrogen utilization substitution and carbon capture, utilization and storage (CCUS) applications, effectively reducing the carbon emission level of coal conversion. Support coal enterprises to develop innovative products such as carbon-based special fuels, coal-based biodegradable materials, and new energy power generation materials, and create new highlights of green development in the coal-based industrial chain.
Strengthen scientific and technological innovation and talent cultivation. Actively carry out basic theoretical research on the integration of coal and new energy, strengthen key technological research on coupled power generation of coal and new energy, integrated storage systems in mine space, and coupling of new energy hydrogen production and coal conversion, and explore and practice technical paths such as carbon reduction and efficiency improvement of coal-fired power units coupled with new energy, and utilization of abandoned mine space for gravity storage. Support the application of first-of-a-kind technology equipment for the integration of coal and new energy, build a number of replicable and promotable advanced pilot projects, and form a coal-based technology transformation model oriented towards low-carbonization. Increase the training of talents in the new energy field for coal enterprises, encourage the establishment of order-based classes, joint training, and other forms to cultivate a number of professional and compound talents as needed, and support coal enterprises to strengthen exchanges and communication with new energy enterprises and research institutions to jointly enhance the innovation and practical ability of talents.
